He was born in Miami, Florida, the son of Cuban exiles. He attended the University of Miami, where he earned bachelor’s and master’s degrees in public administration. Following college, he founded Capitol Gains, a media relations firm, and then in 2009 became the State Director for U.S. Sen. George LeMieux. In 2010, He was appointed to the Miami-Dade Metropolitan Planning Organization and elected to the Miami Dade County School Board. He was elected to Congress in 2014. Curbelo was part of a group of Republican members of Congress who said they would not endorse or vote for Donald Trump. Curbelo was ranked as the 11th most bipartisan member of the U.S. House of Representatives during the 114th United States Congress and the third most bipartisan member of the U.S. House of Representatives from Florida. He is one of two Republican members of the Congressional LGBT Equality Caucus in the Congress. The Miami Herald wrote that Curbelo has "attempted to position himself as the national voice for Republicans who are concerned about climate change," describing him as "one of the few GOP voices speaking out against Donald Trump’s decision to withdraw from the Paris Climate Agreement and his desire to dismantle the Environmental Protection Agency." On May 4, 2017, he voted to repeal the Patient Protection and Affordable Care Act and pass the American Health Care Act (AHCA). Explaining his vote, Curbelo said the AHCA was "not perfect, but that it was important for him to be a part of negotiations."
